The Town of Palmer

Save

Through Strategic Vision Planning, Shook Kelley was able to develop and demonstrate a proactive plan for development and stewardship in this small, historic Massachusetts town, as they competed with other towns for one of three casinos to be awarded in the near future by the Commonwealth of Massachusetts.

Shook Kelley was hired by Northeast Realty to assist with vision planning for Palmer, located in central Massachusetts, which found itself at a crossroads. The question was, whether citizens and businesses alike can progress and build in a manner that not only respects and preserves the past but also gifts generations to come with a "new" history worthy of future preservation. Northeast realty is leasing land across from the Massachusetts Turnpike to Connecticut-based Mohegan Sun for a resort casino, should casino gaming become legal.

Shook Kelley participated in a public forum hosted by the developer, identifying six locations for redevelopment opportunities and gateway projects, some being the establishment of a town square, and having new businesses such as a boutique hotel downtown.

Shook Kelley delivered a two-part series of vision posters to document the vision. The first vision poster dealt with identifying opportunities for infill, redevelopment and gateway projects that would help enhance the visitor experience, as well as the lifestyles of Palmer's residents. The second vision poster was designed to communicate the need to bring back passenger rail service to the historic town – once known as the "Town of Seven Railroads" – as a beacon for future development and growth.
